National Defense Authorization Act for Fiscal Year 2024 This bill authorizes FY2024 appropriations and sets forth policies for Department of Defense (DOD) programs and activities, military construction, the national security programs of the Department of Energy (DOE), and the Maritime Administration. It also authorizes appropriations for the Defense Nuclear Safety Board and the Naval Petroleum Reserves. The bill authorizes appropriations but it does not provide budget authority, which is provided by appropriations legislation. DIVISION A--DEPARTMENT OF DEFENSE AUTHORIZATIONS TITLE I--PROCUREMENT This title authorizes appropriations for acquiring or modifying various military items (such as aircraft, ships, tracked combat vehicles, missiles, and ammunition) and sets policy for certain procurement programs. Below are some examples of provisions in this title. Sec. 131 authorizes the Navy to enter into multiyear procurement contracts for up to 13 Virginia class submarines (nuclear-powered attack submarines), as well as advance procurement contracts (i.e., contracts to procure components needed for an item long before the item itself  is purchased) for equipment and subsystems associated with the Virginia class submarine program. Sec. 157 prohibits the use of funds made available to the Air Force for FY2024 from being used to reduce the number of certain KC-135 aerial refueling aircraft within the Air Force's reserve components. Sec. 158 prohibits the use of funds made available to the Air Force for FY2024 from being used to terminate a production line for HH-60W combat rescue helicopters. Sec. 181 authorizes DOD to enter into multiyear procurement contracts for rare earth elements (generally, a group of elements used in many products, such as rechargeable batteries and defense applications) that are processed in the United States by qualified domestic sources, and to enter into related advance procurement contacts. TITLE II--RESEARCH, DEVELOPMENT, TEST, AND EVALUATION This title authorizes appropriations for research, development, test, and evaluation (RDT&E) and sets policy for certain RDT&E activities, such as additive manufacturing (also known as 3D printing), artificial intelligence, and quantum computing. Below are some examples of provisions in this title. Sec. 214 requires DOD to establish certain disclosure requirements for applicants and recipients of DOD research funding conducted by an institution of higher education (IHE). The disclosures must include the researchers' date and place of birth, country of citizenship, educational background, employment background, and affiliations with foreign governments.  Sec. 220 requires DOD to implement a process to assess whether an artificial intelligence (AI) technology used by DOD is functioning responsibly and report and address instances where the technology is not functioning responsibly, including by discontinuing its use if necessary. Sec. 222 establishes a pilot program to enable organizations within DOD to test and evaluate how quantum and quantum-hybrid applications may be used to solve technical challenges and provide needed capabilities. Limit, Save, Grow Act of 2023 This bill increases the federal debt limit and decreases spending. It also repeals several energy tax credits, modifies the permitting process and other requirements for energy projects, expands work requirements for the Supplemental Nutrition Assistance Program (SNAP) and other programs, and nullifies regulations for the cancellation of federal student loan debt. Specifically, the bill * suspends the debt limit through March 31, 2024, or until the debt increases by $1.5 trillion, whichever occurs first; * establishes discretionary spending limits for FY2024-FY2033 that include decreases in discretionary spending; * rescinds certain unobligated funds that were provided to address COVID-19 and to the Internal Revenue Service; * nullifies certain executive actions and regulations for cancelling federal student loan debt and implementing an income-driven repayment plan for student loans; * repeals or modifies tax credits for renewable and clean energy, energy efficient property, alternative fuels, and electric vehicles; * establishes new work requirements for Medicaid and expands the work requirements for SNAP and the Temporary Assistance for Needy Families (TANF) program; and * requires major federal rules (e.g., rules likely to result in an annual economic effect of at least $100 million) to be approved by Congress before they take effect. The bill also includes various provisions related to the development of energy resources such as oil, natural gas, and minerals. For example, the bill requires additional federal oil and gas leasing, reduces or eliminates certain royalties and fees, and expedites the permitting process for various energy projects.

This bill modifies provisions regarding the Migratory Bird Hunting and Conservation Stamp, commonly referred to as the duck stamp, including to require an individual to be carrying an electronic stamp, validated by a paper stamp, at the time of taking waterfowl. The bill requires states to issue electronic stamps at the time of purchase and the Department of the Interior to issue paper stamps after March 10 each year to each individual who purchased an electronic stamp for the preceding waterfowl seasons. The electronic stamps are valid until the first June 30 after issuance.

Securing Growth and Robust Leadership in American Aviation Act This bill reauthorizes the Federal Aviation Administration (FAA) through FY2028, including activities and programs related to airport planning and development, facilities and equipment, and operations. The National Transportation Safety Board is also reauthorized through FY2028. The bill also addresses a wide range of issues. For example, the bill * directs the FAA to increase air traffic controller hiring targets; * establishes a workforce development program to support the education, recruitment, and retention of aviation professionals; * establishes an FAA Ombudsman to coordinate the response to submissions of inquiries or objections relating to issues such as aircraft certifications and registrations, pilot certificates, and operational approvals, waivers, or exemptions; * raises the commercial airline pilot retirement age to 67 (currently 65); * prohibits aircraft dispatchers from working remotely, with limited exceptions for emergencies; * requires the Department of Transportation (DOT) to establish standards to ensure the aircraft boarding and deplaning process is accessible for individuals with disabilities, including for individuals who use wheelchairs; * requires DOT to establish a policy directing certain air carriers to seat a young child next to an accompanying adult if adjacent seats are available without charging an additional fee; * prohibits the FAA from requiring mask wearing or COVID-19 vaccines for passengers, air carrier employees, or FAA employees; * requires the FAA to issue rules to update the requirements for testing and operating unmanned aircraft (i.e., drones), including for drones operating beyond the visual line of sight; and * requires the FAA to issue rules for certifying pilots for powered-lift aircraft (i.e., capable of vertical takeoff and landing) and operational rules for powered-lift aircraft.

It is known as a continuing resolution (CR) and prevents a government shutdown that would otherwise occur if the FY2024 appropriations bills have not been enacted when the existing CR expires on November 17, 2023. Dolores River National Conservation Area and Special Management Area Act This bill establishes the Dolores River National Conservation Area and the Dolores River Special Management Area in Colorado. A management plan must be developed for each area. The bill allows for the continued use of the areas by members of Indian tribes for traditional ceremonies and as a source of traditional plants and other materials. The Department of the Interior shall establish the Dolores River National Conservation Area Advisory Council. Interior must manage the areas identified as Ponderosa Gorge in a manner that maintains its wilderness character, including certain restrictions on (1) road construction; (2) the use of motor vehicles, motorized equipment, or mechanical transport; and (3) projects undertaken for the purpose of harvesting commercial timber. The bill releases segments of the Dolores River inside the areas from further study for potential addition to the Wild and Scenic Rivers System.
